Abstract: 

Purpose Project deviations are so significant that various methods have been proposed to measure them over the years. Earned Duration Management (EDM) is a method that measures project evaluation indexes only by considering the past trend of project execution compared to the baseline program. It ignores all the other factors, which cause much information to be lost to guide managers. Therefore, in this study, a process is proposed. During this process, it is possible to develop EDM indicators using key performance indicators of project quality in a fuzzy manner and based on the identified substantial risks. Design/methodology/approach A list of risks was initially identified based on the PMBOK standard's category, and project managers selected the most important ones. In the next step, based on the most critical risks, two key indicators of project equipment and execution performance were defined. Such indicators were presented to managers again to determine their future impact on the project. By defining a triangular fuzzy number, the definite evaluations became fuzzy, since experts expressed the effect in linguistic variables. Finally, the indicators entered into the EDM, and the method was developed. Findings In this study, Key Performance Indicators were used to increase EDM’, s accuracy. First, the three risks of delay in receiving project resources, lack of timely allocation of financial resources, and disruption in materials preparation were identified as the main risks. Then, to study the status of the risks, two indicators were defined (PSI, PEI). These two indicators were estimated, up to 50% of the simulated project. Concerning the first indicator, the more the value, the more acceptable project performance was. Considering another indicator, the situation was contrariwise. Then, the future status of the indicators was examined by consulting managers and making the indicators in a fuzzy manner. The effect of the indicators was determined through the EDTC variable in the EDM. It should be noted that the final estimated time was used to measure the accuracy of the proposed method. The studied project was simulated using the prevailing situation in Matlab software. The end time of this simulated project was estimated at 1300 days. Then, the project was evaluated day by day till its 50% completion using EDM, and the end time of 1225 days was estimated. The same evaluation was performed for the proposed method, and the final time (1270, 1247, 1240) was determined. Because this time was closer to the simulated time, it was evident that the proposed method had the highest accuracy. Research limitations/implications In this study, to prevent information disclosure, project simulation was used instead of the actual project to evaluate the indicators and advance the project. Therefore, although the accuracy was estimated in this paper, its more exact value might be requested in future research. Consequently, the proposed method can be applied in an actual project, and the accuracy of the model can be measured, consequently. Practical implications The proposed process and method in this research can be used in the implementation and planning stages of any other project. The process should be localized because the risks vary from project to project. Besides, the critical risks of each project cannot be compared with the other projects. Therefore, after examining each project's risks and defining indicators related to the selected risks, the proposed method can be applied in all project-based organizations and on any project type. Social implications Today, the construction and operation of projects are among the factors that affect the countries' growth and development. Deviations from the budgets allocated to the project are an integral part of project implementation and are not dependent upon a specific area or even a particular management and implementation method. Therefore, proper planning and control of projects are essential. This paper provides an effective model for senior project managers to complete projects on time. Successful implementation of projects leads to economic prosperity. Also, improving the quality and performance provides a calmer social environment for people and creates many environmental benefits. Originality/value In this study, the indicators of the EDM method were developed using the key performance indexes. Such indexes were associated with the quality of project performance execution and were estimated under uncertainty conditions,thereby, more information can be transferred to the project management. The defined performance indicators are measurable during the process, and their impact on the ongoing project is monitored. The innovations of this study are twofold: Applying the performance index developed the EDM method,and defining the quality performance index in fuzzy terms.

Abstract: 

Quantum computers have much more computing power than classical computers and this has created a challenge in the field of public-key cryptography algorithms, which is predicted quantum computers will reach the computational power to break existing public-key cryptography algorithms by 2030. To solve this problem, NIST published a call for post-quantum cryptography algorithms. Implementing these algorithms faces challenges such as execution time and resources. One of the algorithms that made it to the third round is the CRYSTALS-KYBER algorithm. In this algorithm, by optimizing the NTT module, the execution time is reduced. Usually, the implementation of NTT is created with radix-2, but in the proposed method, radix-4 is used, and this reduces the execution time. Changes to NTT are required to implement radix-4 NTT. DIT is used to implement NTT and DIF is used to implement INTT. In NTT and INTT formulas changes are made to the twiddle factors and the values of the twiddle factors stored to the ROM. In the following, we compared radix-4 butterfly unit with radix-2 butterfly unit. By reusing results in CT and GS butterfly units, we need four multiplications, additions, and subtractions, and the structure of radix-4 butterfly unit is mentioned. The memory unit uses eight RAMs to increase read and write speeds, four of which are for writing and the remaining four are for reading. It is also necessary to make corrections to the NTT parameters which are suitable for implementation on Kyber. Next, we implemented the proposed method on two FPGA Artix-7 and Virtex-7 using Vivado software. In the implementation on Artix-7 and Virtex-7 in exchange for a slight increase in the resources, the execution time in Artix-7 is reduced by 28. 74% and 12. 34% compared to similar implementations.

Abstract: 

Background and Aim: part of Police logistics mission’ s execution depends on how organizational drivers drive cars. Improving driving skills as well as utilizing advanced driving skills can improve the level of success of missions. Aggressive driving is one of advanced driving skills and means using the capabilities of the vehicle to a greater extent than usual. This study was designed and conducted to investigate the impact of aggressive driving on the implementation of Police logistics missions at the right time. Method: This research is applied in terms of purpose and descriptive-survey in terms of implementation. Two methods of documentary study and field survey have been used to collect information. The statistical community is 369 employees of the Police logistics department and collecting information has been done through a researcher-made questionnaire. Statistical sample is 188 people and sampling method is stratified random. Validity by refering to Experts and stability with Cronbach's alpha value of 0. 846 is calculated for the whole questionnaire. Findings and Conclusion: the component of aggressive driving knowledge is in the first rank, the component of aggressive driving rules and regulations is in the second rank and the component of aggressive driving skill is in the third rank. The findings also indicate that the aggressive driving of organizational drivers has a significant effect on the execution of Police logistics mission’ s at the right time. As a result aggressive driving is not specific to delinquent drivers and must strive to train and utilize it by changing the perception.

Abstract: 

Enterprises employ information systems to execute their day-to-day business operations. To enhance their competitive edge through efficient process management, organizations implement business policies. This paper aims to propose a method that combines two approaches: evidence-based policymaking and process mining, to facilitate process reengineering. Many evidence-based approaches based on process mining techniques have been conducted to evaluate process performance through measurements. However, these approaches mainly concentrate on individual process instances, whereas assessments of Business Process Redesign (BPR) primarily employ comprehensive performance measurements, such as overall process performance. This study suggests a method for analyzing process execution time, including Cycle time, Lead time, and Activity time, for evidence-based policymaking in information systems using process mining. Several Key Performance Indicators (KPIs) have been defined for the evidence-based management of business processes to pinpoint process bottlenecks. The results demonstrate that evidence from process mining can be utilized to validate the effectiveness of existing policies.

Abstract: 

Function-as-a-Service (FaaS) allows to directly submit function code to a cloud provider without the burden of managing infrastructure resources. Each cloud provider establishes execution time limits to their FaaS offerings, which impose the risk of spending computation time without achieving partial results. In this work, a framework that enables limitless execution time in FaaS, with little to no modifications to the user-provided function code, is presented. After a thorough literature and theoretical framework review, Apache OpenWhisk Actions and the DMCTP checkpoint-and-restore (CR) tool were selected. With these, dependent successive serverless same-function invocations that exploit the persistence of partial results were implemented. The solution was submitted to the FaaSDom benchmark and time metrics were collected. Additionally, the solution was characterized in terms of the Serverless Trilemma. The resultant system, even at this proof-of-concept state, offers a lot of value to companies that rely heavily on serverless architecture.

Abstract: 

Considering Quran and Hadith as the two main sources of the Islamic jurisprudence and religious law, the author proceeds through stoning to death in Islam in this article. With regard to intense reactions of the human rights against execution of this sentence (and similar sentences), the author intends to answer the question that whether it is possible to prevent Islam and Muslims from being weak through execution or non-execution of substituted judgments in spite of maintenance of religious rules?To this end, in addition to investigation of Quran sources and traditions of stoning to death and referring to its historical-religious backgrounds, various scope of valuable viewpoints have been achieved in this connection using request for opinion of the concerned authorities and review of experts’ opinions from prohibition of stoning and non-execution of stoning sentence during the absence of Imam of our time to impossibility of prohibition of execution of such sentence as the divine ordinance.

Abstract: 

biguity, complexity, multidimensionality and processuality are the most important characteristics of the latest war method. Combined war is a wide range of dimensions and components in a homogeneous and heterogeneous manner, which is used in this type of war, which is considered a non-linear war. For this reason, a constant vigilance against the enemy is one of the musts of an independent system with many enemies. Based on this, the main goal of the research is to answer the question, “What is the pattern of implementing hybrid warfare?”The present research is of applied-developmental type, descriptive-analytical research method with mixed approach. Considering the specialization of the research topic and the limited availability of experts, first, by using library sources and semi-structured interviews with experts in this field, the dimensions and components and sub-components were calculated, and then the factors obtained by The questionnaire was distributed and collected among 75 people from the community. The findings of the research show that the combined war has 2 dimensions; There are “inactive pests” and “active pests”. Abstract: 

Hadoop is among important platforms used for big data processing whereby MapReduce operations can be used to process big data in real time. One important challenge in big data processing using Hadoop is proper scheduling of jobs executed in the framework, because correct and optimal execution of jobs hinges upon predicting their execution time. This study aimed at estimating the execution time of jobs. To this end, butterfly optimization algorithm was used to select important job features and the artificial neural network was used for learning. Analyses showed lower error rates for butterfly optimization algorithm compared to Particle Swarm Optimization algorithm, the Spotted Hyena Optimization algorithm, and the Firefly algorithm. Results showed that the value of the objective function for feature selection decreased in the proposed iteration-based method. In order to predict job execution time, the initial population in this method increased, which in turn, reduced the Root Mean Square Error by about 25. 85%. The proposed method showed a lower execution time estimation error in comparison to other methods like Multilayer Neural Network, Recursive Neural Network, Decision Tree, and Random Forest.

Abstract: 

This present paper has been written for the purposes of knowledge and evaluating the importance of the time`s role in committing a crime according to the legal view point,its data is collected by documentations method, and its data analysis is used with descriptive-analytical way. While examining the points of strength and weakness of the existing criminal statutes on the subject matter, it will be tried in this research to discuss the area of the concept of time requirements, its effect on the validity of penal code, lapse of time, analysis of relationship between time and criminal liability, the influence of time element on the punishment process and manner of adaptation a punishment to the time requirements, finally considering the relationship of time with some causes of punishment abolition. The results of this study states that the phenomenon of time and its requirements play a part, sometimes as a causative or procuring factor of a crime from a criminological perspective, and occasionally, its role is as a condition for the realization of the physical element of the crime, mitigating or aggravation of criminal liability and the factors of commutating, modifying, suspending or delaying the punishment from the criminal perspective.

Abstract: 

ABSTRACT Over the past 50 years since the first research in the field of urban development implementation plans, there has been a noticeable absence of a comprehensive literature review on this topic in the global arena. This article provides a textual analysis related to the subject of urban development implementation plans, to identify important and recurring themes alongside analyzing the relationships between authors, journals, and countries in this field. Along with the bibliographic analysis, documents related to the field of urban development implementation plans were reviewed to identify influential indicators in their implementation. To this end, 456 scientific articles were extracted from the Scopus scientific database as of October 28th, 2022, and analyzed using scientometric software. These analyses include examining author keywords, country co-authorships, journal bibliographic coupling, and author co-citations. In this study, 74 final indicators were identified as the most recurrent indicators in this field. The bibliographic analysis also produced several noteworthy results. The United States is the most active country in this field, with a link strength of 40 and 176 articles. Berke, P. is the most influential author in this field, with a link strength of 1623 and 99 citations. Among the journals examined, "Land Use Policy" has the highest bibliographic coupling strength of 84, and the "Journal of the American Planning Association" has the highest number of documents related to this field, with 22 documents; finally, among the identified. Extended Abstract Introduction The implementation of urban development projects has been a neglected topic in public policy research, despite its critical importance in ensuring the success of such projects. While there have been numerous studies on the factors that contribute to the success or failure of policy implementation, there has been a lack of systematic reviews on the subject of implementation as a whole. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. The study begins by collecting and categorizing existing research in the field, focusing on three main questions: -What are the key indicators for successful implementation? -What are urban journals and articles' current trends and performance? -How do countries and researchers collaborate in this area? The study also examines the relationships between authors, publishers, and different types of documents through bibliographic analysis. Ultimately, this study highlights the need for further research and a more structured approach to understanding the implementation process of urban development projects.   Methodology This study examined the literature related to implementation and evaluation plans in urban and land use planning. The authors used the Scopus database to extract and collect data, focusing on combining the keywords "implementation-plan" and "evaluation-plan" in the keywords, abstracts, and titles. Initially, 621 studies were extracted, but 456 articles were selected as the final database after filtering out non-article documents. The authors observed a general upward trend for studies from 1968 to 2022, with a significant increase in the slope of the trend from 2007. However, a slight decrease in studies was observed in 2021 and 2022, possibly due to the global pandemic and the emergence of new related topics. The authors used a four-stage process to analyze the bibliographic subject of the study, including simultaneous occurrence analysis, co-authorship analysis, bibliographic coupling analysis, co-citation analysis, content analysis, and thematic analysis. The authors identified the selected articles' research objectives, methodologies, findings, and main themes and sub-themes. Overall, this study provides a comprehensive analysis of the literature on implementation and evaluation plans in urban and land use planning.   Results and discussion This research aims to comprehensively analyze the implementation and execution of urban development plans using bibliometrics and systematic analysis. The study considers evaluation as a crucial part of the implementation process and seeks to answer three fundamental questions. Firstly, it identifies effective indicators of implementation and execution globally. Secondly, it examines the trends and performances of new articles and urban journals. Thirdly, it investigates the pattern of cooperation among countries and researchers. The study identifies 74 general indicators that significantly impact the implementation process of urban plans. The results show that "performance evaluation," "effectiveness," "land use," "zonation," "participation," "program quality," and "implementation program" are critical indicators in this area. The study also highlights the importance of evaluation in the discussion of program implementation and its separability from the implementation process. Using the scientometric software VOSviewer, the study analyzed 68 keywords related to the bibliographic topic. "Program evaluation" obtained the first place, followed by "Program implementation" and "Program quality." The co-authorship analysis based on author items revealed that Berke, P. has the highest number of citations and link strength. Additionally, the study found that 72 countries have research in this field, with 22 countries having at least 5 citations that were clustered into 5 clusters by the software. The "land use policy" journal had the highest link strength, and the "Journal of the American planning association" had the highest number of documents related to this field. In conclusion, the study provides valuable insights for policymakers and researchers interested in urban development planning. It comprehensively examines the implementation and execution of urban development plans, identifies effective indicators, and investigates the pattern of cooperation among countries and researchers. The study highlights the importance of evaluation in the implementation process and its separability from the implementation process.   Conclusion The main goal of this research was to fill the gap in research on the implementation and execution of urban development projects in the field, as no systematic review of the topic has been conducted from a global perspective since the first research in this field about half a century ago. Only in some studies, such as those by Talen (1996), Oliveira & Pinho (2010), Rudolf & Grădinaru (2017), has the evaluation of implementation been systematically reviewed, or the systematic review of experiences in a specific urban area, such as the review of various experiences in the Beijing urban area (Chu, 2020). In this research, with the comprehensive approach that the evaluation of implementation is an integral part of the overall process of implementing and executing urban development projects, this process has been examined from the perspective of bibliometrics and systematic analysis of this field. The main difference of this research, which makes it completely new, is firstly having a comprehensive approach to the implementation field, where program evaluation is only an important part of its structure, and secondly, using the scientometric software VOSviewer for the first time in this field. In essence, the conclusive outcomes of this investigation were entirely novel and exhibited some partial congruences with antecedent studies in the domain of appraising and discerning indicators. Significantly, this research has conferred a systematic appraisal of the literature concerning the urban implementation and execution of projects, which is an unprecedented contribution. It should be acknowledged that this is an initial survey of data intended to offer a comprehensive outlook on this scholarly field, and thus it is subject to certain limitations, such as its confinement to the Scopus database. As such, it is recommended that future research endeavors encompass an analysis of additional databases and undertake comparative evaluations of the results.
